The Vancouver Police Department believes that compelling circumstances exist requiring the Department to warn the public of a high risk sex offender being released from jail. He will be residing in the City of Vancouver and he poses a significant risk to the safety of adult females.
James Edward Muldoon recently completed a 3½ year sentence for break and enter and assault. He has prior convictions for offences which include sexual assault with a weapon, robbery, forcible confinement , and dangerous operation of a motor vehicle causing bodily harm.
The Correctional Service of Canada has assessed Muldoon as a high risk to re-offend both sexually and violently.
Muldoon is described as a 61 year-old white male, 5’4” tall, and 178 lbs. He has gray hair, and brown eyes.
Upon his release, Muldoon must abide by the following conditions:
-Not to be alone with any female in any residence without approval of bail supervisor.
-Not to be in contact with any sex trade workers.
-Not to possess or consume alcohol or any controlled substance.
-Not to enter any establishment where alcohol is the primary commodity of sale.
-Not to be outside of his residence between the hours of 11:00 pm and 6:00 am daily, except for the purposes of employment.
-Not to possess any weapon.
Anyone witnessing James Muldoon in violation of any of these conditions is asked to contact police immediately at 9-1-1.
